Organisational  Context

Blackstone Minerals Limited (BSX) is a leading battery and precious metals exploration and development company. BSX is focused on development of its integrated Ta Khoa nickel mine and refinery projects in Northern Vietnam.  The Ta Khoa Nickel Project (TKNP) incorporates multiple open pit and underground deposits, which will be processed through the existing Ban Phuc concentrator, or a new purpose built 6 to 8Mtpa new concentrator.  The Ta Khoa Refinery (TKR) receives the concentrate produced by the concentrator, as well as concentrates from third party sources, to produce an advanced P-CAM product for delivery into the burgeoning Electric Vehicle (EV) market.

Primary Function

The General Manager of Operations (GMO) will be responsible for safely operating the TKR. This is a pivotal role within BSX and will be responsible for ensuring that the TKR is suitably resourced and prepared for project ramp-up and ongoing operations. The GMO will be responsible for developing and achieving production and cost budgets, as well as the safe and efficient operation of the facility. The GMO will also act as the Deputy General Director for TKR.

The GMO will also perform the General Director duties for the large scale pilot plant (PP2). The GD role holds the statutory responsibility within Vietnam to act on behalf of PP2 for all governance and company matters including the authorisation to act as signatory on legal and financial matters, within delegated authority limits set by Blackstone Minerals Limited.

Accountabilities

General Role Responsibilities

  • Maintaining a safe and efficient working environment in which excellence and continuous improvement are pursued on a day-to-day basis

  • Contribute to the development of overall strategic direction and operational plans for TKR

  • Foster trust and rapport, provide clear goals and accountability for results, whilse valuing, coaching and developing employees to ensure high levels of engagement and retention with a key focus on the development of Vietnamese National employees.
  • Representative of BSX to provincial and central Vietnamese government and related industry ministries

 

Project Development

  • Assist in development of TKR and PP2 recruitment plans and engagement and training strategy

  • Manage Project Development Team based in Hanoi to deliver outcomes for the Project Development Team

  • Ensure appropriate selection of personnel, clear accountabilities, effective performance management, application of people processes, development and training of personnel

  • Manage the development of the owner works programme including village and amenities, roads and mining services

  • Remain conversant with all EPC construction activities of the plant infrastructure while the General Manager Project Development directly controls the EPC programme delivery

  • Plan, prioritise, manage and monitor work and labour schedules such that time commitments are met and resource utilisation is maximised

 

Operational Readiness

  • Confirm compliance with all operating and environmental licences

  • Liaison with local communities and stakeholders to inform and prepare for changes which will occur with commencement of production

  • Development of all operational systems and processes to ensure the safe and reliable operation of the facility

 

Ramp-Up and Operations

  • Leading and achieving continuous improvements in safety and environmental performance and managing operational risk

  • Support  direct reports in the planning, execution and achievement of the production plan

  • Manage operations and maintenance costs

  • Analyse production results for optimisation and direct the resolution of operational challenges

  • Ensure TKR ramp-up follows planned schedule

  • Deliver on the budget over the course of the financial year, both on physicals and costs

  • Ensure coordination and collaboration between the departments

  • Understand the commercial drivers of the business, analyse data and apply evidence to improve business efficiency through smart interventions

  • Identify and resolve operational and business risks as well as emerging issues, escalating where necessary

  • Weekly, monthly, and quarterly performance reporting

  • Managing existing processes and equipment to achieve optimum efficiencies and cost

 

In addition to those responsibilities above, the PP2 General Director accountabilities include the following:

Government Liason

  • Oversee government relations at central and provincial levels

  • Oversee to ensure necessary permits and approvals needed for the project operations are processed and secured

  • Monitor and advise on policy changes of Vietnamese Government that may impact the project and its operations

  • Develop and manage relationships with the Provincial Government, Vietnamese ministries and agencies and government department responsible project permitting process and government liaison in Son La

 

External Affairs

  • Oversee to ensure all stakeholder, regulatory, legal context/impacts and relevant management plans are maintained that enable the company to manage obligations arising

  • Where authorised, represent Blackstone, in dissemination of company news and data to relevant Vietnam media institutions

  • Oversee/represent Blackstone in external stakeholder meetings

  • Oversee/represent Blackstone as authorised in conferences, mining associations and other membership associations

  • Apply a key focus on establishing and maintaining strong working partnerships with all local communities, and stakeholders in the region to ensure high levels of local engagement and content

  • Oversee the management of local external relationships including joint venture partner(s), contractors, consultants, government and industry groups

  • Support ethical labour practices, philanthropy, volunteering and contribution to local communities

  • Empower PP2 managers and teams to prioritise Health, Safety, Environment and Corporate Social Responsibility objectives

 

Corporate and Legal

  • Oversee to ensure proper management of the PP2 site

  • Identify and monitor all reporting requirements of the company with respect to relevant law and regulations, notably mining, environmental, health and safety regulations

  • Report and advise to Blackstone Board of Managers on relevant portfolios of work

  • Ensure systems are in place such that all corporate documents, licenses, permits are valid and up to date at all times and in line with the current law and business operation of the company

  • Provide guidance and ensure compliance with relevant laws and regulations applicable to the business

Qualifications, Experience, Knowledge, Skills and Attributes

  • Tertiary (or higher) qualification in relevant discipline
